Luckson Jean Francois provides the PAP Institute with organizational leadership, administrative expertise, and operational cohesion. He has dedicated his adult life to improving the life of others in the community; as an educator, healthcare provider, counselor, he has practiced his professions in culturally and ethnically diverse environments.

When Luckson and his brother Zacharie set out to create the PAP Institute they evaluated the community’s needs and matched that with their own expertise, concerns, and interests. These include education, job training, and immigration services. Having emigrated to the US from Haiti, Luckson understands the challenges and obstacles that immigrants may experience, including language barriers, legal documentation, and lack of job opportunities.
Luckson earned a Master of Arts in Education Leadership from the University of Massachusetts-Boston in 2011 and a Master of Divinity at Michigan’s Andrews University in 2005.

Founder and CEO

for our students

For over 20 years, Zacharie Jean Francois has been a professional driving instructor and is known by his students for his patience, dedication, and commitment to excellence. His students have a first-time pass rate of 98%. With such success on the road, it is no mistake that Zacharie is the executive director of PAP Institute’s Norfolk Driving Academy.

Zacharie has developed a cohesive driving program for all types of commercial and non-commercial licenses from class A to class D. He understands that driving is more than just hitting the open road… driving is a job skill, a career opportunity that can be as profitable as it is rewarding.

Because driving is also a safety issue, the school’s mission is to educate new drivers on the importance of sharing the road with other drivers and to be ever-mindful of pedestrians. He also prepares drivers on how to handle unexpected situations and how to de-escalate confrontations with other drivers. You will also be instructed on what protocols to follow when interacting with the police.
Zacharie’s goal is to make Norfolk Driving Academy the best driving school in the Commonwealth of Massachusetts. To this end, he has built a staff of professional driving instructors who look forward to turning out responsible, confident drivers.
